Here you can find a complete free Autocad Clone based on IntelliCAD core.

It opens and save fully dwg with an Autocad like interface.

This is a charityware , you can use it for free and you can do a donation to
MSF to help tsunami people. I think that is a good idea with a good
software.

Im using Progecad LT 2006 to open and review our dwg, I dont found these
problems , but we are testing it; to make a good decision
Which function are you using?
